He studied Political Science and Developing Countries at Tel Aviv University and in 1969 he attended the Tel Aviv University Law School, from which he graduated cum laudereceiving an LLB degree. In 1986 Haggai Carmon received a Certificate in International Law and Diplomacy from St. John’s University in New York and in 1987 he earned his Masters degree in Government and Politics, also from St. John’s University.In 1985, the United States Department of Justice retained Haggai Carmon to become its primary outside attorney to represent the U.S. government’s interests in its Israeli civil litigation matters, a position he continues to hold. Haggai Carmon is also legal counsel to the U.S. Embassy in Tel Aviv. The cases Haggai Carmon has handled and won for the U.S are in diverse areas of the law, including commercial litigation, torts, sovereign immunity, diplomatic immunity, contract, government regulations, labor conflicts, and various others. We believe that Haggai Carmon has appeared in more cases representing foreign governments than nearly any other lawyer in Israel. Distinct among those is a landmark rare Further Hearing with an extended 7 Supreme Court Justice bench concerning complex matters of commercial law which reaffirmed the U.S Government previous victory in the case heard and decided by a panel of three Supreme Court Justices (Zehava Cnaan v. U.S.A.).Haggai is the author of the Hebrew language legal textbook “Recognition and Enforcement of Foreign Judgments in Israel” with an introduction by the Hon. He later graduated with Merit from the University Of Buckingham School Of Law in the United Kingdom and was awarded an LLB and LLM degrees with emphasis on International Law. Recognizing his distinction, the then Chancellor of the University, Baroness Margaret Thatcher, the former Prime Minister of the United Kingdom, personally bestowed his degrees upon him.
Ittai Carmon has won landmark cases in the Supreme Court of Israel in matters involving international and foreign law as well as other matters and legal disciplines. Distinct among those is a landmark rare Further Hearing with an extended 7 Supreme Court justice bench concerning the interpretation of foreign law (Havdala v. The Ministry of the Treasury), reversing the Supreme Court’s previous three judge bench decision, making Carmon & Carmon one of the only law firms in Israel to have won two Further Hearing cases in the Supreme Court.
